Unfortunately no, but I'm curious to get a general idea of where you saw these steelhead. Was it above the continuous fishing boundary at Baker Road, or higher than Carlson Road?
There are a number of ongoing projects with regards to the Blackhoof and steelhead, beaver control/dam removal being one of them. The MN DNR states in a document or two that the Blackhoof and Knife account for over 50% of steelhead habitat in MN. The Knife system is listed at 45%, which would put the Blackhoof at 5% for sure, but it's probably more like 7-8% based upon other documentation.
There has been no recent stocking of the Blackhoof with respect to browns and brookies, but many other Carlton County streams get stockings. Browns for sure are taken there so there must be a fair amount of natural reproduction taking place. Never had much luck above CR 105 and it becomes difficult to access at any rate. Lower down you can fish a long ways through the Blackhoof WMA below the CR103 crossing although there is a stretch of private land to be aware of . Couple parking accesses at CR103, or you can hike (and it's a hike) down through the campground off of CR6.
The grade picks up below the campground, somewhat flatter above.
